Kunkel, the committee appointed by the town trustees to look at different systems of water works in operation in Indiana and recommend to the Board the system best adapted for Jasper. With all resect to this committee the Coukiek submits that they did not discharge their duty to the people under their commission from the trustees to view different systems unless, indeed, it was determined from the start to adopt the reservoir system, without regard to the rmjieriority and lower cost of other systems--and then the cost of their trips was useless expense. They visited tluee places, Corydon, Paoli and Salem, all operating with reservoirs, and then come home and reiort in favor of a reservoir, and diseasje-hreeding Patoka river water.
It is said the personal interests of
a few individuals was the principa
cause of the report, and that it was
practically determined these mdi
viduals should be favored before the committee was appointed. As
to the truth of this the Cuukiek is not posted, and therefore refrains from mentioning names, or endors

As to their conclusion that a reservoir is cheaper than a stand-pipe, it would depend verv much on the
size of the stand-pipe and reservoir
The reservoir recommended bv the
committee, to by 100 feet and 12 feet deep, will require the removal of 2,500 square yards of dirt, which at 20 cent a vard will be 500. It
will require 250,000 brick to line it, at 7 per thousand, 1,750; a mile
anüone-htthot O-inch pipe will cost 5,000, making the total cost of a reservoir at least 7,950, besides the ground necessary to locate it and
the pump upon, probably 1,000
more, mailing the total ,950. It is no wonder they only propose to furnish water to a part of two streets, and leave the reet of the taxpavers out in the dry, for the total amount of bonds cannot exceed 10,000. Mr. Kennedy's estimate for a standpipe 100 feet high, and 20 feet in diameter, was 5,900, so if his estimate was correct a stand-pipe would be cheaest. But Jasper needs neither. The Holly system of works, and tha Devereaux system use neither, but force the water direct into the mains, from whatever source
the water is taken, and save the expense of either stand-pij)e, or reservoir. For towns and cities of 25,000 and under it has been invariably proven to be the most economical, in operation, and satisfactory, the interest on the extra sums

some cheaper plan should be con

Instead of onlv a mile and a fifth

which, at both ends, would be with

the town will drill wells on its own
lot, where the town hall now is, ant

with three miles of six and eight
inch mains, for from 9.000 to 12,-
000, and serve more than double the number on the limited line pro
posed by the committee, thus making it possible to derive revenue enough from the water to pay interest and expenses, and a small addi
tional tax will provide for extensions
as needed.
To do this the trustees would have to consider the fact that the
wealth of the town is not enough,
wun me constitutional limit oi in
debtedness, to issue bonds and build
the works this vear, but estimates
can be made, engineers consulted, contractors to bidlooked after, a
full system providing for the entire town adopted, so as to be worked
up to year after year, and, most im
portant of all, a tax levied to meet the expense in advance, of the ex
cess over the limit of indebtedness allowed by the constitution of the State. The contract would then 1h let for next year, thus giving contractors plenty of time, (an import
ant consideration in getting the work low in price) and no payments to be made until after taxes are
collected next vear.
Arewellsan experiment, as stated,
by the committee? The Conti ek believes they are a success in more
towns like Jasper than are reservoirs The committee say the 4 'supply may be inadequate," nun be "mineral or saline" : so the moon
may be made of green cheese, but it's not likely. At least contractors
are willing to drill the wells, and get plenty of good water at their
own risk thus it not costing the town anything at all unless an abundance of good water, free of all
deleterious substances, is secured.
And these wells could be drilled
the present year so that their avail
ability would be fully known before
the time a contract for the other
work need be closed. This is the
more advisable because in the gas
well drilling at lUS feet deep, a vein
of pure, fresh, soft water was struck
which rushed over the top of the
eight inch pipy at the rate of fortv
barrels a minute, and which the
drillers experienced great difficulty
in -casetng on. it came with
such force as to wash all the smaller
tools, hammers, etc., off of ihe der
nek platform. It is likely this same
water would be reached on the town
lot

us have the water all over town, or

Jasper has existed forty years with
