The Coukikk is glad to note that Congressman Bretz voted with the majority of the Democrats against the gold-bug idea. Now if Congress would pass a law to issue greenbacks enough to keep m circulation a certain given amount per capita of population, making them a full legal tender for all purposes, and redeemable onlv in greenbacks, the people would rise up and call it blessed. Resignations Galoke. The In diana Soldiers' Monument bids fair to be delayed in its completion by the resignations of those having the work in charge. McMonnaies, the designer selected for the groups to surround it, got mad because he was not permitted to dictate the character of the groups, he wanting to substitute a Naval group instead of one illustrating Peace, as provided by the law governing the erection of the Monument, and so he resigned. Langsdale, President of the Monument commission, did not like the proposed cutting off of salaries, and so he resigned. Y. H. English, who is rich enough not to care for the salary, got mad at the criticisms of some jealous aspirants for his place, and now he has resigned. With all these changes at one tim, it is doubtful if this big extravagance will be as well completed as it should le for the money the taxpayers pay for it. RiDict'Lors Partisa.msm. To all wlio are well acquainted with Dr. A. J. Thomas, Supt. of the Evansville Insane Hospital, the report of Senator Boyd to the Indiana Senate accusing the Dr. with "over indulgence in intoxicating liquors," as an excuse for a recommendation for his removal, will be viewed as the meanest kind of low-down partisanship. His acquaintances all know the Dr. to be entirely guiltless of such a charge. While it is prob able he may sometimes indulge in a social glass, no man can truthfully accuse him of drunkenness or incapacity. The reports of each of the State Insane hospital show that under his kind and judicious skill ful treatment, a larger proportion of patients have been restored, at the southern hospital than at either of the others. It is a burning shame for Senators to try and blacken the character of a good man just because his place is wanted for some friend. Turn him out, if you must have the spoils, but do not uselessly injure his life-long and hardearned reputation. fThe Indiana House has passed two resolutions for amendments to the State Constitution, one requiring foreign born, citizen.1 to live in the State five years before becoming eligible to vote, passed by a vote of 67 yeas to 11 nays, the latter being cast by Democrats. The other amendment proposes to admit of voting by machines, so that all possibility of fraud may be obviated, and the result announced by the machine as soon as the polls close. A bill to tax greenbacks has passed both branches. On Monday Representative Van Arsdel offered a resolution of sensa tional interest. It provides for committee to investigate the facts relating to the passage and adoption ot the tee and salary bill unacted bv the hv.t legislature, in the transcrib ing of which an error was made which has caused the bill to be de clared in a significant part uncon slitutional. The error was- due to the purloining of a sheet from the engrossed bill and substitution of another. Attorney General Ketchatn Sat urday secured evidence which will lead to the detection of the Derne trator and a sensation is looked for soon. Mike Sweeney is makin nil it ik n stir in the Senate, and has sueceeded in showing that the Hepub lican majority is controlled by the lobbyists of all the big corporations. His bills, and the reports against them by the Republican commit tees, in regard to lire insurance and railroad freights and passage served to show the subservience of Kepublican Senators to the demands of wealth. The Hrownstown Ban ner has the following in regard to his railroad freight bill : "On the 29th day of January benator hweeney introduced a bill that was endorsed by everv manu facturer, shipper, merchant, trades man and farmer in Indiana. It is entitled "an act regulating the lia bility of common earners in the transportation of passengers and property, and regulating the amount of weights upon which freights shall be charged, and providing penalties for violation thereof." Section one invalidates anv re ceipt, contract, rule or regulation that shall exempt any railroad from liability. Bills of lading or recoipts given by railroads are always so worded, in small type, which tho shipper seldom takes time to read, as to hecome a binding contract exempting the railroad from liability in case of loss. Many times the shipper does not get his B-L until his freight is in the car, and too late to enter a protest. The railroads have tho whipping hand and r. fuse to carry freight on other than their own terms. The shipper is compelled to acquiesce. Section two makes it unlawful for a railroad company to bill freight in excess of its actual weight or charge tor more weight than is in the package. The practice among railroads now is to charge for 100 pounds no mat ter if the package weighs weighs ten pounds or less. This section should be amended so as to establish the minimum sum of fifteen cents for a m . carrying all packages of less than 100 pounds. Section three requires that tariff rates shall be charged ner mile. making the charge for carrying a package 300 miles three times as much as for carrying it 100 miles.
