Few men who have over como out for political office hnve as unonviablo a labor record as William D. Owen, the candidate for secretary of statu ou tho Republican ticket. Whilo tmporintendent of immigration under Harrison, on office which ho created for Iii own especial benefit whilo a member of con -grew, he time and time again violated the law against the importation of con
tract labor. By completely setting aside thin law which was passod by tho Democratic congress of 1878 ho allowed tho country to be flooded with cheap labor. This was done in the interest of tho tinplate (fang, headed by Niedrmghaus of St. Louis, who had promised to give remunerative employment to American workmen. American workmen wero too high priced to suit them and they demanded the pauper labor of Europe. Owen was constantly in tronblo with his superiors because of his insolence and refusal to obey orders. An investigation of his oflico was finally begun, in the course of which all of tho charges that had been preferred against him were substantiated. Tho following letter of Hon. A. B. Nettleton, assistant secretary of tho treasury under Harrison, show that Owen's methods of con
ducting his office were most objectionable: Treasury Department, Office of the Sfcremrjr, Washinotok, March 28, IK1 To the Honorable Secretary of the Treasury: Sin It has become my official duty to Invite your attention to the following facts which I am able to substantiate in every particular and to ask that such action be taken by the secretary of the treasury and by the president as those facts may seem to warrant: 1. Mr. W. D. Owen is unfit Bnd incompetent to perform the duties of the office which he holds. 2. He is thoroughly untrustworthy in the performance of his official duties. 3. He has been guilty of circulating malicious slanders against his superior officers. 4. His Ideas of official regularity and Integrity are slipshod, reckless and a source of great risk to the public funds partially in bis control. 5. I hand you certain papers marked Exhibit A, which show that on Feb. 22. IM.
John H. Webber, United States commissioner of immigration at the port of New York, transmitted to the .secretary of the treasury certain bids received in answer to advertisements for the furnishing of instruments, books, hospital clothing and druggists glassware for the use of the medical department of the immigration service at New York, said letter showing that all the bids received were than transmitted. Said letter recommended that In each case tho lowest bid be accepted and the articles purchased, such lowest bids being clearly set forth and recited with the nsnics of the oeveral bidders and the amount of each bid. Such lowest bids recommended to be accepted aggregated 628.05. On Feb. 24. ftj, W. D. Owen as superintendent of Immigration caused to be prepared and checked with his initials, and sent to my address for signature a letter addressed to Commissioner Weber authorizing him to accept all the bids that he had received, reciting said bids in full by names and amounts, which amounts agKreeated M19.-

Tho official records of tho wholesale price of refined sugar in Philadelphia
show that tho price has not increased,
and a comparison of the wholesale prices
of tunned sugar for tho month of beptember in tho last four yean reveals tho fact that sugar at presont is nearly 1 jent a pound cheaper than it was in 1893. Tho figures are takeu from the official records and quote the price of sugar on Sept. 1 for tho past four years as follows: lbSU 1 3-10 cents a pound. 12 A cents, 18SÖ-AX cents. 1MM 5 cents.
On tho 15th of tho same mouth, each rear, tho quotations wero: 18J 1 4J cents a ikhiiuI, 1KW-Ä3-1 cents. 1MW-5X cents.
1SSM 5 cents. Tho now law wont into operation Aug. 28 and on Sept. 15 sugar was 5 cents a pound, whereas on Oct. 1 tho price had fallon to 4 1 1-16 cents a pound.

by me upon my arrival In New York a day or two later. Attached to exhibit A is my letter to Superintendent Owen baed upon this transaction dnted March I. IKH, and declining thereafter to sign letter from hl office authorizing the expenditure or public moneys unless accompanied by the original papers upon which they were based. I also hand you papers marked exhibited B, which show that on or iilwut the first tlay of Jan. V. I). Owen joined Frank Ii. Larned and other persons inn persistent attempt to put through the department and collect the monoy upon a false and ficticious voucher for 117.50 for the alleged services of a person not in the employ of the government, and who to Mr. Owen's previous knowledge had not rendered the service for which such voucher was presented. Superintendent Owen's official approval and certificate thst said aervices were rendered are attached to said ficticious voucher, a certified copy whereof forms a part of exhibit A. When aald ficticious voucher came to my desk it was stopped and payment prevented. On tho lCth of January, the day after it came to my attention, I called upon Mr. Owen in writing for an explanation. On Jan. 20 Mr. Owen responded in writing, furnishing mich explanation which admits the entire transaction and gives no intimation that he did not then regard the voucher as still In foree. The original voucher Itself is in the ponaenslon of the department with Mr. Owens' approval uncanceled, which fact should be considered in connection with his subsequent statement that at a certain stage he had abandoned the attempt to get the voucher allowed and paid. It in left for the proper authority or tribunal to decide whether the transaction in question constitutes a criminal offense under Section 5440, Revised Statutes. In any cane the moral standards and fltneas for the responsible station of a bureau officer who is capable of engaging in such an attempt, and then submitting auch an explanation, are left to the judgment of the secretary. Ever since W. D. Owen aaaumed his office in July, 1WI, I have been compelled as his superior officer to call hti attention very frequently to tho blunders and irregularities committed in his office, and for which he was directly responsible. entirely upon foreign wools for their supply. But it is already apparent that tho number of sheep will be increased under tho new tariff becauso tho in
creased demand for wool consequent upon the removal of tho tariff from wool and the preparation of American woolen mills to turn out goods fine enough to
compete with English aud French made cloths in the world's markets, has already strengthened tho wool market and will undoubtedly advance the prico of wool grown in the United States. Domestic wool is not suitable by itself for tho manufacture of tho finest grades of goods, but mixed with Spanish wools, which now come in free, it answers every requirement and our woolon mills need no longer hesitato to reach out for tho best trado in every part of tho world. The Philadelphia mill owner is flrniiy convinced after two months' experience with the new tariff that ho can compete with English and French goods, not only in the United States, but can successfully invade English and French markets with American "all wool" cloths. No wonder tho result of free wool has proved "a revelation" to him. Ho has been following false prophets and nover would havo known it had not the new tariff law, with its free wool
schedule, taught him by actual experience that the Democratic position has always been right; that he can mako better qualities of goods at less cost than thoso of inferior quality have cost and that tho increased demand makes it
necessary for him to employ moro men. j
