State Charities Reoari. The Conti kk acknowledges the
receipt of a eopy of the fourth annual KoKrt of the Hoard of State Charities of Ind. It contains much interesting information in regard to the charitable and correctional institutions of the State, and some pertinent recommendations. Among others it savs : "This Board would urge that it is monev well invested tor county commissioners to send the sunerin tciulents of the ioor asylums and orphans' homes to tho conferences from year to year, defraying their expenses the same as other ex peases of the asylums and homes. The commissioners themselves and the township trustees should also attend. The better ideas of economy and management which the oflicers train at the meetings will result in a sufficient imptovement in the per fonmmce ot their duties to more than compensate for the expense In regard to the State Prison South the Board shows that in three months there was 304 cases of pun ishment of prisoners, and it think: the number too large. In the northern prison in the same time, with more prisoners, there were but oil cases of punishment. The Board recommends the dis continuance of tho best labor, con tract of the Southern Prison, that of the hollow-ware, employing 250 convicts, at an average of 00 cents a day. It says : ''It should be noted in this con nection that a very large proportion of the punishments inflicted at the Southern Prison are because of fail ure on the part of prisoners to per form their required tasks in the hoi low-ware lounilry. An experience of several vears has shown that the class of work which is done under this hollow-ware contract is not suit ed to prison labor. This committee would strongly urge that at the ex piration of the contract now m force the foundry department be uiscon tinued and the hollow-ware contract displaced bv a contract for some class of labor less complicated anti difficult." It also savs Warden 1'atten is anxious for such a change of the law as will enable the Warden to work the prisoners himself on the State's account, and at such work as he deems best. The Report shows there is one in sane person in Indiana to each (300 inhabitants, or about 3,700 insane of whom 2.obl are m the Insane Hospitals, and 301 in County Asy luins, and the rest at large. I recommends the enlargement of the Hospitals, so as to be able to care for all the insane. It commends the general manage ment of the Southern Hospital In regard to the Soldiers' am Sailors' Orphans' home it savs "During the vcar about one hun dred children have been placed out in private homes, when the chil dren are thus placed out, their care and treatment in their adoptive homes are looked after by the near est nosts of the Grand Armv of the Republic or o" ;he Women's Kelie Corps. It is c-erted bv those mo direct v associated in the work, thn this method of after-supervision has proved satisfactory. Ihere exist however, the danger that what is the business of a number of persons may become the business ot none and the children, as a consequence bo forgotten or neglected. The nlacing of one hundred children from the home annually, into prt vute families, is not sullicient to make room for the applicants for admission. During the past year the names of about three hundre eligible children who are waiting their turn for admission, have been upon the records of the home. 1 he health of the pupils for many months lias been remarkable, not a singl death having occurred among them for about a year and a half. The children appear contented and hap py, and for the most part, seem bright and capable of making use ful. self-supporting citizens.
