Tho establishment of an office of road Inquiry by the United States department of agriculture was a move in the right direction. Tho work of inquiring into and investigating the system of road management and the methods of road making Is steadily going on under the supervision of Hoy Stone, the special agent and engineer in charge of that office. A valuable bulletin comprising the state laws relating to the management of roads was recently compiled and issued by him. The demand for this pamphlet was so great that the supply was exhausted ami a reprint has been ordered. Mutertal for further publications along
this line is being collected. Concerning tho results already reached Engineer Stone says: "It appears that, while many short sections of good highway are being built in various parts of the country with a gratifying cheapness in cost and freedom from burdensome taxation, in some of the states a serious setback to the movement has occurred through the failure of legislation intended to advance it The optional country road laws passed in lfi'J3 have nowhere proved acceptable to the county boards with the exception of two counties in .Michigan. Yet these boards are in touch with the people and doubtless voice the popular verdict on this legislation. It is clear, therefore, that these laws are either in advance of public education or at variance with the public judgment in the states concerned, and that a new departure must be taken to insure any prompt and general advance in highway construction in those states. Under these circumstanoes the department has asked for information and suggestions regarding other lines of legislation. Fortunately it has been able to point to the remarkable success of the state and local option law of New .Jersey, and to commend it with certain modifications to the consideration of other states. That law proceeds upon the theory that while tho country as a whole may be unwilling to embark in road building, those smaller communities wJiich are themselves
willing to contribute fairly toward the j

covered that the trouble is due to the
presence of a low form of slime fungus
in the affected parts, causing them to become swollen and distorted. Upon the decay of the part affected, the spores of the fungus scatter throughout the soil, which is apt to become impregnated with the germs during the growth of a crop susceptible to the disease. As the affected parts of the plant are below ground, and not to be readily reachetl by any fungicide, a judicious rotation of crops is a wise precaution. On the other side, it is much easier to bo ambitious, envious and dis contentedly extravagant in the city, because so wide a gulf separates rich and poor. An atrocious criminal if Mexican blood may be protected through years of a lawless career by relatives and family friends who themselves are eminently respectable ami, except where the safety of friends or kindred are concerned, law-abiding. This protection is continued after tb criminal has been brought into tho courts, in the way of the bribing and the packing of juries and in tho providing of avenues of escape from prison. Thus for years the murderer and outlaw Porfirio Trujillo has gone at large, or. when apprehended, has found it easy to escape tho penalty of his crimes. His present headquarters are in the Mnnzano mountains, east of Albuquerque, in eastern Hernalilo and Valencia counties, where, with a price on Ins head, he perpetrates Iii depredations and outrages with a high and defiant hand. One form of phu.r'cring with Trujillo and his gang is to go into a flock or sheep and drive off hundreds at a time, or to run off cattle from the plains ranges, kill them, and sell the meat to inhabitants of the mountain towns.
