The Income Tnx Bill.
Washington, January -.A - per
cent, tax on incomes above $4,000; au
additional tax of 10 cents a gallon on
whisky, and a tax of 2 cents on a pack
of playing cards, was too decision
reached by the democratic members of
tbe ways and means committee to-day This conclusion was not unexpected, inasmuch as the committee have been kuown for some time to be evenly divided ou the proposition to ux incomes, with Mr. Turner, of Georgia, occupying tbe ouly position of doubt. The committee met at the treasm y department at 4 o'clock, this afternoon, determined to settle the question ol an income tax before adjournment. It was represented by such of the gentlemen as favored the proposition that a general income tax would yield the government an annuil revenue ot 30,000.000; that making the exemp tion $4,000 would limit it to a class amply able to aflbrd it, and that in view of tho large deficit that will be
caused by tbe reduction in custom duties, there was no alternative but to adopt it.
Some of tue gentlemen who op
posed tbe tax argued at length that the
political etlecl would be latai to the
democratic party, and that it would
be better to limit tbe tax to corpore tions only, and raise the additioual revenue necessary from other sources. Mr. Cockran, of New York, insisted that an incomo tax ought to bo laid upon all incomes, whether largo or
small, and that any other course was unwise and undemocratic, in thai it
did not fall on all alike.
When Chairman Wilson put the
psoposal to a voto six of tbe 11 pros ent voted aye. These were Messrs
McMillan, Bynum, Tarnsey, Whiting,
Bryan and Turner, and it was carried.
The tax applies to the net earnings of tbe corporations as well as to private incomes. It does not, however, apply to Inheritances The tax of $1.50 per thousand on cigars, will be allowed te stand Mr. Wilton, chairman of the ways and means committee wilt not present these rovonue feature agreed upon today formally to the house. He will
mnounce to-morrow the conclusions
reached by the committee, and will ol
fpr tho amendment to the tariff bill,
when tbe latter comes before tie
house. Mr. Wilson will call up the tariff bill at the conclusion of the
morning hour on Wednesday, and will make a short speech in explanation.
Wbilo tbero is no disposition on the
part of either Mr. Wilson or tho Dem
ocratic majority to prevent the re
publicans from debating tbe matter fully, it is tho chairman's intention to
reach a vote on the bill January 17.
It is Mr. Wilson's intention to limit
general dobate to five days. The remainder of tho timo will be occupied
in considering tho measure under the five minute rule.
At the conclusion of Mr. Wilson's
remarks to-morrow, Mr. Burrows, of
Michigan, one of the leading repub
lican members of tho committee, will speak in opposition to the bill.
