Tho Electric Lisrht Plant For
Jasper.
Somo old fogies in Jasper, who aro always afraid of tho town spending a cent in public improvements, but who aro otherwise good citizens, always, though bebind the ago, are, tho Courier is informed, circulating a remonstrance against the Town Hoard contracting for an electric light plant, to bo prcsentod to tho Board next Tuesday night. Tho first thing tlioy should determine, before putting thcmsolvos to any great trouble, is, whether thoy aro not too late with their objections, as they are generally witli all public questions. Tho potition for the electric light was not gotten up in the dark, nor was its surprise to any citizen of Jasper, for thoy all wero informed in regwl to it. Tho law was published in full in the columns of the Courier, and every one bad an opportunity to bo informed fully as to the steps to bo taken to procure tho much needed electric light plant by the town No misrepresentations, of any kind, were made by the one who circulated tho petition , in order to obtain Signaturen to tho petition, and any one who asserts the contrary is guilty of falsehood. The Courier speaks of what it knows, and whilo any remonstrance h now too late, it desires that thoro should be tho fullest understanding in regard to the entire matter, as it is informed tho roraonstrauco states that there was misrepresentations used in obtaining signatures to the petitiou. But does the remonstrance come too late? The law says :
"Sec. 5." "Upon tho examination of
aid bids, If it shall bo proved that tho price asked for said plant shall exceed
more tbau two per cent, of the taxable value of said town, as embraced in the
tax duplicate of said town, for that cur
rent year, after subtracting from tho amount of said bid any moneys in the treasury of said town which could be applied to said contract, then and in that event the contract shall not be let, and said petition for the erection of such
plant shall be rejected; but if it is under two per cent, the contract shall then be
let: Provided, That if any citizen or
cltzens shall in that time proffer to said
town, and securo the payment thereof, of a donation to said town of a sufficient aum of money to reduce tho sum to be paid from the towu treasury of said
town bolow tbe two per cent, of said tax duplicate, then avid petition shall not bo
rejected, But tue Trustees shall proceed
to contract with the lowest and best
bidder for the construction of said elec trie light plant."
The Board has in its possession three
proposals irorn as many tltllercnt com
panies each one under the amount fixed by the law. The Courier ondoavored
to get tho bids for publication, as did al
so, Dr. Kempf. one of tbe Trustees, but
was unable to obtain them to copy, but tbey are below the amount fixed Tbe

miior piacos iiko uaKiand City, Petersburg, Princeton and Washington, whore the tax payers pay the oloctric light companies Iron $70 to $85 per light pur year, lor lighting tho streets, whilo other towns get all their street lights absolutely free by owning the plants as a civ il corporation, and selling lights enough to individuals to pay tho cntiro expense of tho plant. This is what will be done In Jasper after tho first year, when people become acquainted with the light, and tho taxpayers will bo saved tho 1400 a year now expended for street lights that fail to light.
