In a Vast DlfmtM ttotwe ToM-ljMrwveaat. . In France, where tboy have the beat sends of any country in the wwld, Umi highways areKtivided into wend chim, bat nil of tketn ara anp?.-vieed by the watfoaal $owammU wfcluh maintains a bureau of roads and lsridjrw and imp jm a school fur the t docatfcm of tho wigjlimiil'i tuvd inspectors who are employed la the burean. TMa method, of building and main-tafoin-roads in Franco was started by the first Napoleon, who appears to have bees the earliest European statewnao who clearly taw the rreat economic advantage of proper highway. and who ..at the saute time had Uw power to carry out what he wished . The effect of these good road fa France bat been wonder fnl. They hare brought all the various Harts of Umi country nearer together, they lmve made country life lea kmeaofl and thy have reduced the cost of txaasportanoa of country prodnce to a mbdurasi. France is the only country in luroe where the agricultural classes are not (ibsatiened, and where they do not feel that tney have a harder, time than those who labor in other fields. Ia Aoserfca a sentiment was once worked np as to the tiecearity fur good cotnaicni roads. This was diverted by the birth of the xailroad, which has now Veen developed to a greater extent than elsewhere in the world. But tho no verity for good common roads is not a whit lea because we have nlonty of rail roads, and the movement for the better meat of the oadinary country highways k now very much alive iu all jiarts of the country. Jt was started by the League of American Wheelmen, the bicycle riders, and this tiKsociatUm has been very active iu its efforts to secure legislatiou in favor of good roadlmild iug. The country jKwple have soiuotiuH misunderstood the efforts of the wheelmen, and have pretended to think that the Only persons who would bo ltenefited would be the bicycle riders, whose sport does not aeeui to the rural mind to cat much of a figuru in the economy of the countryside. Such a contention a this is as wk at it would lie to maintain that cellar doors were made for children to slide down and that gates were hong for little girls and boy to towing upon. These sportsen wro eehtoh, of conrse, in starting this movement, bnt if it ba kept np until there be something done to make our roads worthy of our country, they will have acootnplished so beneficial a work that we will be able to thank them right heartily without looking at sll into the motives which first inspired, them. The common roads of a country are at once the means'and the measure of its civilisation, and no American has any right to feel proud when bethinks of the muddy and dusty ways which serve as oar interior methods of oomBin&icattou. John Gilmer Speed in Christian Union. Th KtMutn of IIUnU. At a convention of the Illinois Permanent Beads association held fat apciagfteH recently, Secretary P. Howard had Horaetbinf to aay about the money me state lias expended on internal improvement. This inclndod fQ6,200,0uO intended as aids to transportation. "Bat Ktill," be said, "th fthaniefol fact stares us in the face that there Are not 6,000 miles of passable farm roads in the entire state. These are 103 counties in thb state, divided into 1,700 townships. There are three highway commissioners at 1.90 per day each to the township, an average of two road supervisors to each township at $1.25 per day, which five annually expend 100 per road uistrieWor tools. "Tbi gives us for the machinery of the law alone the astonishing figures of W0,otK) ir aunnm. Now, mind you, at the lowest average, each of these 1,700 township expends $1,000 por anutun for took, roads and bridges. So here we have a law under which $1,700,000 k annually damped into the capacious maw of our rich, fertile, fructifying mud; a law which costs nearly one-half as much to enforce it as the original sum appro' printed and still there are now 6,000 mike of permanent roada in the state outside of what few miles have been built bj cities. "Now multiply thk 3,530,000 by the numler of years the agricultural, business and ittofeesional interests of the state have endured this law, and you will agree with me that during the past fifteen years the taxpayers of the state have been robbed of money enough to have built thetn a firat class stone, gravel or macadam road east and west, north and muth through every township in the state." How Oowtt X (! WttMld Save., The draft on a good gravel road, according to Professor Sanborn, compared witli even a good dry dirt road, showed a difference of over 4,000 ound load for the same force, or 119 per cent more of net load could be carried on the gravel road than on the dirt road, while tho draft was lessened more than onehalf, If this difference between a good gravel road and a good dry road k so giuat, how great should be the difference between a good road and one of mnd, on which the wagon wheels sink nearly to the hubs, bringing up great loads of sticky mnd at every revolution, the reader can estimate for himself, as it k only a matter of observation ami comparison. Nor is this all. In addition to prodneing the power, the horse raises a large share of mnd with hk feet and mutt urn extra exertion to propel hk body, even without a load. lle Wkw XtMMi Omul Railroad need better oarriage roads for feeder; farmers need them for ao oast to the railroads and to the oftkt; manufacturer need thetn for access to less populous areas and for lower rents and for has cost of portage and traasportetteaj aterchanta need them as an elethe cheapening of their wares; the people need them for the redaction of the expense of ssvfsfrmg their wank the more emVbwt distribution ff their netlriliet,-A. Wlien the dollar was sent tho receipt was returned, which simply read,, ''Keep your mouth shut'' Another instance of thk kind was where an advertisement recited that for fifty cents a receipt would be given for catching sll the fkh 1st any given body of water. When the fifty ctnxU was sent receipt would lie returned telling the victim "to dip all the water out and then pick up the fish." Another form of fraud k perpetrated by means of advertisements go worded as to mislead the public. Pel-sons answering tliem think that for twenty -five cents they are to have a wat6h or some other valuable 4 article when, in fact, they merely get some illustrated catalogue. An extensive fraud has been carried on by certain persons churning to be cominksion merchant! or produce dealers who send out tbeir tirculars and price lists offering prices higher than, the market, when, in fact, they have ik) commission house, ami prob ably only desk room in shop or saloon, awl the goods shipped to them are received and sold at any price oltai:Htbio. no return whatever being made. For the five dollars a Tery cheap edition of the Bible was sent A fine timekeeper, with the cnt of a watch, . would lie advertised for tl. The sender would expect a watch in return, but he would get a sun dial Great frauds have been carried on by the proposed publieatiou of handsomely illustrated, books, for which photographs of prtninent men were sohcHed. It was added that to have the necessary copper plates engraved would cost 110.75. A surprisingly large number responded with photographs and money, but no books, of course, were published.
