It treats of the subject from the begin niug, outlining the hiatory, origin ami theories of the artificial rainfall idea, and give in narratire form a detailed account of the various experi ntenU eotlacted, the resit lis of which have Wen published in the newspapers. 1 n addition to the reports of the chiefs of the several experimental parties, tbe report contains a state ment from Eugene Fairehild. a member of the party, in which he suvs: lh expedition has completed its work for the season ami the question is asked: 'Have the experiments been successful?" Aa a member of the expedition I am convinced that the experiment have been entirely successful, and furthermore that the scheme is practicable: the coat Wing very small aa compared with tlte iH'itettt gained. A tax of a few eents per aero would cover the expense of operations extending over the entire dry -eatott." Opinions given by spectators are also included in the report One of these, Dr. Taylor, sayt: "I consider the experiment highly successful and sincerely hope that further experiments may be tried in this region (San Diego.)" Geh. Dyrt nforth sums up as follows: "The e.xperimenta which have been made do not furnish stiftieieiit data front which to form definite conclusions or evidence on which to uphold or condemn the theories of the nrtificittl production of rainfall by concussion. Experiments extending over a period of only a few months can scarcely be sufficient: it is only by a large number of tests that definite conclusions can le reached; and if then it be ascertained to le a certainty that rainfall will be induced by explosions, that such production of rainfall be reduced to an art so as to effect precipitation at a predetermined place. What has been done so far its altogether preliminary; bnt with the benefit of the experience gained, I hope the subject will be pursued. At tbe risk of being tiresome, I have embodied in my report the minutest details in order that others who may follow me in this line of inquiry may be fully advised as to what haa preceded. It may be sakl, however, that the three principal tests which have been made, namely, at the "C" ranch. Midland; at El Paso ami at San Diego, Tex., (all under conditions much more unfavorable than need be encountered in attempts to produce rainfall) supply testimony whieh would seem ta point to this inference. First That when a motet eloud is present which, if undisturbed, would pass away without presdpitating its mcrfstHnt, the jarring of tin? eloud by concussions will eause the particles of moisture in suspension to agglomerate and fall in greater or less quantity according to the degree of moisture of the air about the cloud. Second, That by taking advantage of these particle which frequently occur in draughts and in most, if not in all, sections of the United States, where the precipitation is insufficient for vegetation, and during which tlte atmospheric conditions favor rainfall, without there leing actual rain, precipitation may le caused by concussion. Third. That under the most favorable conditions for precipitation, conditions whteh need never lie taken in operations to produce rain, storm conditions may be generated and rain be induced; there being, however, a wasteful expenditure of both time and material In overcoming unfavorable conditions." Hen. Dyren forth says that in prosecuting the investigations there was a total expenditure, allowing the regular rates and prices for all transportation ami other expenses of the party, and the material (some of which remains on hand for future experiments) of about $t7.W. In closing his report Oen. Pyrenforth says he disclaims each and every statement published concerning the experiments a appearing from him, and premature and undigested statements by any members of his party were unauthorised.
