A Palpable Fraud CiMtema4at( by Secretary l-'ter. Reports- from Washington and the recent visit of Secretory oter to New York point to a Mate of affairs in the treasury that causes Mime solicitude to the department edfier. It is an eavy matter for the prehkavnt to laud the geaeroaity of congress in his southern bfraeehes, but further north, at Washington, the president's subordinates are finding it hard to make both ends meet The billion dollar congress has begun to strain the treasury's resources. It is frankly conceded that in September the government will be unable tojrnwet its debts. In that month fiftytwo million dollars at four and a half, per cent bonds will become due and the treasury will not have enough money to pay them. Secretary Foster, accordingly, propones to take the law into hih own hands, override congress and devise a temporary makeshift to conceal the deficit Of the fifty-two million dollar bonds which come due in September about one-half are held as the basis for national lmnknote circulation. The banks are willing to keep these lionds even after they are due, provided the government will allow even a small rate of Interest. Withont the shadow even of wariHtat of law Secretary Foster proposes to extend the; bond for a number of years, reducing the interest to two per cent While the Kheme may have merit as a financial tie vice, it la a palpable fraud on the people. First, it will deceive them as to the actual state of their treasury. Tin. people are entitled to know what money congress ha voted Into awl out of the treasury. Measures to accomplish both of these purposes were before the late congress, and orery intelligent democratic newspaper then pointed out that they were made necessary by the extravagance of congress Itself.
