This proposition will be brought before the Senate before tlie vote is taken on the Federal Klectiona bill, and after
wards a rule will be reported to provide for establishing the previous question, tlie objeet of this rule being tlie imssage of the Klectiona bill. It was also determined practkmlly that there will be no holidays at Chemtmaa time. The bond proposMnn of Senator Sherman was not given up without a struggle by the Senator from Ohio. He had the caucus committee in session all afternoon trying to agree to sosne compromise which might Ins accepted by the caucus in place of his original proposition, ami he urged upon the caucus the necessity of adopting either hia proposition or that of Secretary Windom for tlie issue of interconvertible bonds. Neither of the propositions was acceptable to the caucus, however, and the bond clause was stricken from the bill. Another important change made in it
related to tlie amount of bonds deposited to be required of the National
banks. The proposition of the caucus committee was to reduce thj amount for all banks of 160,660 capital, but to leave the law unchanged affecting other banks. The other features of the caucus bill were: 1. The purchase of $12,000,000 silver during the calendar year 1801, not more than W.006,000 in auy one month and the issue of Treasury notes on it according to the provisions of the law of duly 12, 1SW. 2. The issue of Treasury notes based on silver to take the place of National bank notes retired whenever the amount of the National bank notes in circulation shall fall below ?ISO,000,000, and the issue of United States notes when silver can not be had. 8. The rccoinageof the subskliary qoia and the trade dollars in the Treasury. 4. The Issue of National bank notes to par amount of IkmhIs deposited to seuure them instead of to ninety per
cent., as now. a. A provision that when silver
have remained at nar for a year, any
one holding silver bullion shall bo entitled to bring it to the mint ami have it coined into dollars at the expense of the Government. When this measure will be reported to the Senate is not determined. It is not expeeted that it will be brought up this week, although the finance com
mittee, which meets to-day to eonemer the "Hinder twine" mistake ha the Tariff law, may discuss the proposed new financial measure at the same meeting. The general expression of opinion was against tlie adjournment of the Senate for the holiday season, and although no vote was taken on this it is likely the Senate will remain in session through next week. The debate on the Fcnleral Elections bill will continue through tJiis week, and next week the financial measure will be brought up while the Elections bill is laid asklc.
