Thirteenth District C. H. Reeves, of Plymouth. The meeting was entbnsisstic, and wis addressed by numerous speakers, in favor of Tariff Reform. The resolutions were reported by Mr. Isaac N. Pierce, a life-long Republican, and an ardent suppatter ot Gen. Harrison. Harrlaou Inaugurated. President Harrison was duly inaugurated on last Monday, in the presence ot the largest crowd that ever attended an inauguration most of them office seekers, either for themselves or friends. All Nature wept copiously as the beneficiary t Dudley's "blocks of five" purchase taek the oath of office. His address wax well received and is generally moderate, hat irm in tone, and creditable to him, though his strong endorsement of Prolection, by taxation, will not be populat two years hence. He uses the personal "1" eighteen times in a three column address. This declaration in regard to the sHstrihntion of the offices fell like a dull thnd upon the thousands of anxloueeekers ia front of him, who were wet to the skin in their anxiety to Ehow Republican fltaees for office. They realized that their hopes must be deferred, and their hearts made sick, if he was honest
and remained firm iu his declared polic .
He said to them.
"All applicants will be treated with
eeeslderatiou. But I shall need, and the
heads of departments will need, time for
inquiry and deliberation. Persistent
importunity will not, therefore, be the
hest support of an application for office. Heads of departments, bureaus, and alt ether public officers having any duty
connected therewith, will be expected to
enforce the civil service law fully and
wlthont evasion. Beyond this obvlou
slaty I hope to do something more to ad
vance the relorm of the civil service. The Ideal, or even my own ideal, I shall
probably not attain. Retrospect will be
a safer basis of judgment than promise
We shall not, however, I am sure, be
able to put our civil service upon a non
partisan oasis until we have secured an
incumbency that fair-minded men of the

stated at the tune, and was severely criticised by some of our Republican soldier friends tlierelor. An instance in point is his action appointing a Circuit Judr for the new Circuit of Midi-
son county. There were three applicants, two sohlifrs. Col. M. S Robinson and Private G. M. Btllard, and one man. Cliipinan, who was too young for a soldier, and whose relatives even were not soldiers. Private Bollard had the almost unanimous endorsement of the bar of the county, the support of the G, A R. Post at Anderson, and the largest number of Republicans on his petition, and Uovey had promised him the appointment, but Chipman's friends went to Indianapolis and "treated" the Gov., and he went back on hia word and the soldier comrade, too, and appointed Chipmati! Great is Hurnhug Uovey! Welt. Donk. Senator Traylor's bill for punishing While Caps, and similar organizations, is receiving hearty commendations all ovor the United States, and has become a law. Repreteutative Pickhardt's bill for enlargement of the Institution for the Blind, a measure long needed, as there has been no enlargement of it for thirty years, has also become a law. Representative Willard has taken a very prominent part in the legislation of the present session, and, as chairman of the committee on Ways and Means, has secured several good enactments. It will thus be seen, that this legislative district was fortunate, and may well take pride, in the high character of its present legislative delega
tion. It would have saved the State some money If the law had been so that we could have helped elect Peyton, ol Spencer county, another efficient Representative, also.

Doane, the veteran editor of the Jasper Courier, who for the past two years has been one of the three directors of the Stat Prion South, and who has proven an efficient and worthy officer, failed of re-election this week at the hands or the Democratic Legislature. During his stay in this position Mr. Doane whs instrumental in, effecting a great and much needed reform in the pi ison, which has for rhhv years pa been a den of tilth and infamy. It seems t range, but il is nevertheless an unvarnished fact, that the Democrats who are continually shouting for reform, never take advantage of a reform when the momentous time arrives.
