C, Moody, of Deadwood, one of the Senators-elect for the State of South Dakota, arrived here late Suuday night from ladiimaikdltf, where he had a consultation with tho President-elect in reference to the prosjmots of action on the Territorial Statehood bills now pending in the House, and an extra session of the Fiftyfirst Congress. Judge Moody refuses to quote General Harrison on any thing, but ventures the prediction that no action will be taken on the "Omnibus" or any other bill looking to the creation of new States at the hands of this Congress, aud that there will be an extra session of the Fifty-first Congress called to convene wlthlu three month after the 4 th of March next. A delegation of the leading Deocratlo aud Republican citizens of both North aud South Dakota is expected here at the eud of the week for the purpose of ascertaining whether any thing will br done at Uils sossiou with the Territorial Statehood bills, and if there is to be no action, to point out to the members-elect the necwetdty for an extra session of the next Congress. Seuator Paddock presented to the Senate yesterday a report of the committee or the improvement of the Mississippi river and lta tributaries, on tho two bills reported adversely some weeks ago, eniluaciug Captain Cowdon's scheme for Improviug the Mississippi river and for aiiotttlet by Lake Borguo. The report saysUtat the outlet theory Is a radical departure) from existing methods of river Improvement. It has been urged as a remedy for overflows and an nld to the reclamation o low lands subject to annual su bmerslon. The members of the committee are not satisfied that the outlet system would secure the ends sought In fact, some of them fear that It would aggravate the evils it proposes to remedy. Whatever system be adopted for the improvement of the river, however, the committee is n opinion the work should bo dono by the Government, aud not by contract with any individual, as proposed by these bills. In conncctiou with this report, the Senate yesterday adopted a resolution authorizing the committee to continue its investigations, enlarging the scope of the Inquiry fo us to coyer the whole subject of the improvement of the Mississippi river and its tributaries.
