The rate of in crease in the redemptions of bank notes during the second upward movement, covering the fiscal years 1388, 18W, 18&innd 1SM5. ia renresented by the percentages 27, u.ul 19 resnectlvelr. A feature of this unward movement was the constantly decreasing volume of National bank notes actually outstanding, from 9842,43l,v6 on January 1. 18b. to fSl".0a,K on June 30, 1385. a decrease of S,W!!,0. This seems to indicate that tbe volume of bank notes outstanding during that period was excessive, or above the point at which It could be profitably maintained. Another fact, however, should be considered in this connection, which is that, during these four years of Increase in redemptions the silver certificate circulation of the country was increased t7S,73S,1-f rom 89,1 W,7on June 80, 1881, to $114,866,911 on December 8f, 1864. This Increase much more than balanced the decrease In bank-note circulation, aad the apparent excessive Issue of bank notes might, to a considerable extent, he due to that fact. The decline in the volume of bank-note circulation has continued without interruption, until the amount outstanding on September 8, 1, was t808,5ll,il, making a total reduction of 18,910,747 since January 1, 1888, and also after December 81. 18W. the silver certifi cate circulation gradually decreased until an July 81,18ee,it had fallen tW7,801,NW f rom tt57,34,t4. The average outstanding for a year preceding that date was about 191,000,000. It certainly can not be maintained at that sum when the new silver l and fS eertifieatea are ia fill supply, aad a return to the treasury of one-hair of the amount of standard del tars now in circulation must be looked for; and so ho asks whether, If the further purchase af silver bullion be determined upon, tho eoinairo might not cease, and tho sum which it costs saved to the treasury. Tho amount expended so far upon the coinage of tho silver dollar, outside of the cost and consequent loss upon tho purchase of the bullion, amounts to H,B,47. All of tbe cost In excess, say. or the cost oi tao coinage of the sum of c7S,,. repre sents pure loss, and amounts, at two cents per dollar, and the cost of these coins, to 88,488,47, To add to this loss would seem unnecessary, and the sumcoum oeexpenueri in tbe purchase of that amount more of the silver bullion. The auopuon ot tais plan would at least have tho merit or adding just so much to the credit or the silver profit fund. Besides, the cost to the Government for transportation of these coins averages tl.flS per fl.000, and the cost to the people of their return to the treasury averages 8S.M per f 1,000. The average cost of transportation to the Government of the silver certificates per 11,000 la fifty cents, the cost to the people, say, f 1.9S, a savins- of K.74 per u.um. a strong argu ment in favor of tho issue of such amount ef these certificates as the business of the country, will permit to be carried on without disturbing its gold revenues or interfering with tho maintenance of a strict parity between the two metals. Treasurer Jordan recommends alterations in tbe present sub-treasury system, in order that ii. may conform to the rlnaiicial changes which have taken place since this system was adopted. As the country increases In wealth and population, with the consequent increase of its revenues and disbursements, It will be foand impossible to continue the system in its present form with the extension of the three per cent bonds which, without some depres sion or event that can not now be lorseen, must take place during the ensuing; fiscal year, the only bonds available for Use purposes of the sinking; fund will be the 4& ami 4 per cent, bonds. At the present cost of the collection of the revenue of tho country, say 83.70 par 8480, the loss on the existing sinking faad, say HVOOO.fWa par annum, will be 1785,000 annually, assuming 8 per cent, as the best rate which the bonds can earn. Without discussing the consequent possible dorangeMientof our existing financial system if purchases for th sinking fund are to be maintained at their present figure it will be found to be impracticable to males these purchases, the treasurer says, at such terms and in stick manner an to relieve tbe money market in times of financial, distress. As these derangements happen al most invariably at the tint of moving or the crops of the country, this statement is equivalent to saying every productive interest in the country mast pay toll to foreign buyers, through toe lower range of prices which obtain at awe times, because of the fact that our arrangements for collecting and disbursing our re venues are so defective as to need an artificial and violent remedy in order- to place in active circulation tho moneys withdrawn from the business 'of the country.
