The thoronghnsss with which it Is being don, and tit ha. peratlve tone of the orders promulgating U, together with the eitrnordmary military preitsrations, tend to confirm the belief that the breach between Kaghtad and Kussh Is rapidly widening, and that the question of war or peace between the two countries hang by a thread. London, March 3. Earl Granville seat telegraphic instructions to the British Minister at St. Petersburg yesterday, which amount almost to an ultimatum to the Kttssiaa Government respecting the litter's attitude on the Afghanistan frontier. The dispatch is firmly worded tsd plainly intimates that England is resoUtd at all hazard to protect strategic positions la Afghanistan, or positions which might, in Russia's bands, be a menace to England's Interest la India. "The Minister is instructed to inform M. G iers that under no circumstances will Hag! aad entertain llussia's demands for a cession of territory by England's ally, the Ameer. It Is now known that Sir Peter Fumades, the Krltwh rtpreseaUUve on the Joint Commission to settle the frontier question, recently resigned that position, giving as a reason his pronoanced views concerning the Arm attitude which fingland ought to take in the matter. He was at once assured by Karl Granville thit the Government would support him to the utmost 1 his resistance to Russian aggression. On receiving this reply, Sir Peter withdrew his rcslgsatlon and proceeded on his jouracr. He is expected at Herat within a few days. As a further evidence el England's leterminatloa, It may be stated that Earl Daffcriu, Viceroy of India, was recently instructed to. speeiUcally assure the Ameer of England's support. Captain David lively arrived in Laredo last night from his sheep ranches in Dimmkt County, ami brings the first .acoonnt ef one et the coldest blooded triple tragedies ever known on this frontier. Last week eight Americans, armed to the teeth, rode up to one ef Lovely's sheep camps, and asked the Mexican la charge, named Flore, to guide them to a certain point In that section. Flore readily compiled. As the party rode away, Floras overtook one ef hb shepherds, whom he directed to klM a couple of goats, and prepare a good supper for the party, saying they would return in the evening. The shepherd did as directed, ana five of the Americans returned at sundown, partook ef supper, ami then rode to a neighboring sheep camp, twe mites away, and forcibly carried away the three Mexican herders. The American bandits then mysteriously disappeared.
