The public debt statement issued March. 1 shows a decrease in the debt for the preceding month ot ,330,37, and the following balances in the Treasury: Currency, $2,X),7; special fund for the redemption of fractional currency, $1,000,000; speoial deposit ot legal-tenders for the redemption of certificates of deposit, $3S,fS5,(HX): celn, $131,918,160; Including coin oertlliaates, $48,466,000; outstanding legal-tender 18,&i. The House Committee on Pacific Railroads, by a vote of 7 to 6, have finally decided to recommend the passage of the Texas PaciSc Kail road bill. The bill reported is virtually that introduced by Alexander II. Stephens. It authorized the company to execute and deposit with tbe Secretary of tbe Treasury construction bonds at the rate of $30,000 per mile for 1,150 miles, and at the rate of if,000 per mile for 350 miles through the mountainous portion of the route, &aid bonds to mature in 50 years and to bear 5 per eent. interest. The Government is to guarantee the payment of the interest on these bends, but suoli guarantee is in no event to extend beyond the period of tbe maturity of tbe onds. As an indemnity, the Government is to have the following guarantees: A first lien on all the franchises and propertV; the retention of all duos from Government from transportation; a reconveyance to the Government of all the lands ot the road, and the transfer to the Government, " if tbe same should be necessary," of all net earnings. The report argues at length in favor of the bill; endeavors to shew that the guarantees! are ample, and that the National Government, Instead of losing money, will actually make money by the operation, by a saving In transportation every year; and also emphasizes tbe consideration that aid for such an enterprise is due .
