commenting upon one who had akcd what is the i ho of continually harping on the title, of Haves?'' truthfully says llhr i always great usa in e.poinjr flrhnod and fraud. The title of Hayes w fal-e ud fraudulent, and as Mich oHybt not to exist. To renioustmte airxinst surh a title, and lo tu ye its overthrow, is the first and higbc-t present duly of an American citizen. To uphold or lo acquiesce, in such a title tends to destroy our free institutions, lo rot our lH!ie.. nod to corrupt public virluc. The innMgnrallon of llajes under such a title was the greatest , 'shame thai h:is ever Wrullcn the country. Secession baa hreu jully slylejrt a terrible crime; but it uw based upon a doctrine in which m-tny honorable men hmieMly licHflved, while there i. no sane inati who lN-lievc that Haves was lejcallv eloctcd.j - , ,M 'I ha ivsti ris oi feiicees'-lul secession would Itave been maiorial mainly, and not neecarilv fatal io nublic virtue: tho conM'qiinro. of successful trand a exhibited in ImineHsurablc loss of national honor and decency. If the highest ollice in the gift of th? jieopti! can be fraudulently seized ujKin ; if tlw man who was truly elected can be coolly counted out, while the man who was not elected receives position and power, of what use are elections, and why should they be contimted? Jf popular suffrage is proved to be a sham at the top, what is to prevent it Xrom becoming a sham all the way down to the bottom? What cncoiirageuient lias any worthy and csjmblc uian in becoming a candidate for ortiro, when he can have no assurance that elections elect? Why not give.up the Govcrumeiit at ouce to the thieves, who will stenl it entirelv sooner or later.? Of what avail is it to any man, in any pub'Ic or private position, to be honest? Is not fraud triumphantly rownel, and is not rascality clothed in purple and line linen ? Let m cat and drink, for to-morrow we die. iJay by day the demoralization is spreading, nttd it is With the hope Of arresting it tha1 g oodiittu are "continually harping on'' the title of Hayes. In the interest oi the people, the false and fraudulent title of Hayes should be exposed and denounced. 'As r. matter of policy," continues cur correspondent, "you should drop the subject. Hayes is doing better for the Democrats than Tilden could have done. TildeH would have consolidated the Republican party; JJayes haslisiutcgrated it.w We deny both positions. It is as true new as it ever was that honesty is the beet policy, aad it is both right and expedient to oppose a lie. It is not true, though many Democrats seem to find much consolation in saying so, that Hayes has done better in any respect tliaa Tilden could have done. Hayes allowed self-government fo be restored at the South; but Tilden would have restored it more speedily and more thoroughly, not because he had made a bargain, but because it was right. Hayes has fraudulently affected a desire for civil service reform ; Tilden would before this have thoroughly and effectively reformed the entire public service. As regards the point of disintegration, it maybe said that the Jfepubliem party is fk'.llug to pieces, of its own rottenness, eo far a it deserves to fall to pieces, and no further. Thi is not the work of Ilhyes, but of natural causes. It may also fairly be questioned whether a similar disintegration is not acting upon the Democratic party, w hich iias hastened to learn evil lesons and to follow corruj tiOti. We stale the case very mildly when we say that bargaining with theft, junking terms with fraud, and acquifrfag in iniquity, will never fail to demoralize any parly. 03 Tobacco is beginning to como in slowly. The resolution of Senator 3Iathews, which passed the Senato by nearly a two-lhirds vote last weqk, declares that all our national bonds are payable in silver or gold, at tho option of the Government. It also passed tho House on 3Ionday by a vote of 189 ayes to 70 nays. Those who buy bonds now will have no excuse, for not knowing in what kind of money they are to be paid, and while it is but a resolution, it foreshadows that silver will be made a legal tender again.
