A false government set upon such technicality would command no respect and would deserve none. If a Upturning Board thus constituted and clothed with such dangerous power could under anv circumstance be a legitimate institution, still this Bcturuing Board was not such, for it was not organized as the law of its existence required. That law requires that it should be composed of live members, and that all political parties should be represented in its membership. These were essential features in its standing existence.
