Since that

time the Southern States have been reconstructed. Impartial Suffrage has been established, the payment of the National debt secured, and the payment of the Rebel debt prohibited by Constitutional Amendments. All the old obstacles to Permanent Peace and Reconciliation between the North and the South have been removed. To effect such a return of friendship and fraternal feeling, to the end that there may no longer be an v enemies of our Government in our own midst, is the principal mission of the Liberal Republican party which assembled at Cincinnati on the 1st of May,wkote platform and nt minees have been wisely and patriotically indorsed by the 15 ilt imore Convention. The Chicago Tribune is an organ of Pboohkmh. It believes that there are a multitude of abuses to be reformed, and that no time should be lost in combatting them. The Civil Service of the Government has become an instrument of party tyranny, and an object of selfish greed. It it is the great corrupter pf public morals and legislation. The Federal offices are openly used to control conventions and elections, that is to say. the taxes collected from the People are employed to override the People's will. The evidence of this fact is piesented to the pnblic every day, and the proof f of it ware f unit -bed overwhelmingly by tue recent Custom House investigation in New York. No Administration has ever carried this practice to such dangerous lengths as that of President Grant, and it is now becoming a question whether the People themselves are strong enough to throw od' the yoke that has been imposed upon them. Tin. Chicago Tbibcnk will labor for a thorough Reform of the Civil Service. The country also needs a Reform in the Revenue System, whereby the taxes collected from the People shall go into the Public Treasury, and not into the coffers of private individuals and corporations. Thk Chicago Tribune holds that the doctrine of Protection is a delusion, whereby millions of dollars are lost each year both to the producer and the consumer. It will labor, theiefore, for such a Reform as will gradually reduce the Tariff to a Revenue standard, to the end tbat Industry may be as free as the revenue requirements of the Government, economically administered, will admit. In short, Thk Chicago Tribune proposes to act in the Living Present, anil leave the Dead Past to bury its dead. It claims for its course the merit of Honesty and Independence. It has no affiliations with any class of officeholders or office-seekers. Its relations are with tlsB People only. It seeks to elevate the standard of political intelligence and morality, and to encourage independence of thought among its readers. In this andeavor it has been amply sustained.
