By SAMSON KRUPNICK The immensely publicized Geneva Accord is, from a practical viewpoint, a huge joke. Three-time loser Yossi Beilin, aided by six-time loser
Shimon Peres, came up with a revised loser, the Oslo Accord, "assuring" a settlement of the Israel-Palestine conflict. Rejected by the Labor Party, by the leftist Meretz Party, and by the general public, he proceeded to bypass the Israel government, the Cabinet, and the Knesset in a direct appeal to the Israel public, family by family. Something never done by anyone in the 55 years of the State of Israel. His Palestinian partner, a former minister in the Palestine Authority, Yasser Abed Rabbo, had no backing from anyone in the Palestine Authority and was opposed by Yasser Arafat. Arafat remains true to his stated aim for the destruction of Israel by any method, including a flooding of the Palestinian "refugees" into Israel, apparently partially limited by the Geneva Accord. The cost of this highly promoted Geneva Accord, estimated at over $10 million, was covered by a grant in part from Jewish billionaire George Soros, strangely a pro- Palestinian individual, opposed to President Bush in his war against Saddam Hussein. The Swiss government and the European Union added to the promotion fund. In Israel the Geneva Accord was a miserable failure. Even with the partial support of the extreme leftists, all that he could gamer was 31 percent by the poll taken after 1.3 million families in Israel had received a detailed account of the Geneva Accord. It included a complicated map showing virtually full withdrawal from Judea, Samaria, and Katif, and a division of Jerusalem as well as a surrender of the Temple Mount. In Europe and in the United States it was big news. The
signing of the Geneva Accord by two individuals, opposed by Israel and by the Palestinians, was shown and reported worldwide. The guest speaker was pro-Palestinian former President Jimmy Carter, who used this occasion to attack the government of Israel. The four "moderate" Palestinians upon their return were greeted with stones, rotten
eggs, and garbage. In Nablus "dolls" of Beilin and Abed Rabbo were burned along with American and Israeli flags. Shots were fired at the home of Abed Rabbo. Beilin proved to be a big promoter. With funds at his disposal, the happy couple traveled around to meet all top dignitaries. The two met with former President Bill Clinton on a train, with Secretary of State Colin Powell, who complimented them, adding, "but the Road Map is still the basis to go forward," and with other dignitaries including UN Secretary Kofi Annan. Deputy Secretary of Defense Paul Wolfowitz cancelled his proposed meeting, reflecting the opposition of Defense Secretary Donald Rumsfeld to any Israel withdrawal. He had stated clearly, "Three major Arab States - Egypt, Syria and Jordan - attacked Israel and lost. The land belongs to Israel and not to the Arabs." Would that President Bush would hold the same position instead of harboring false illusions of two states living "in peace and security." The President made a comment favoring discussions that can lead to the "destruction of the terror organizations on the road to peace." The bot-
tom line simply is that neither Israel nor the Palestine Authority is interested in the Geneva Accord. It is a huge joke, but it has done harm to the government of Israel and has given an opportunity to enemies of Israel to use this damaging Geneva Accord for their purposes. There are others who have come up with so-called "peace
plans." Prominent is one by former GSS Director Ami Ayalon and influential Palestinian Nusseibeh, calling for limited withdrawal and limited return of "refugees." There is very limited backing and even less money to promote this Accord. We may add a 22 Pinsker Initiative, but if it needs an Accord, we can use a rare "moderate" Palestinian young lad from Bethlehem, Mahmoud Yassan, who does some repair work in our building. The 22 Pinsker Accord declares: "Whereas the Palestine Authority and its Prime Minister Ahmed Queri have declared that they cannot dismantle the terrorist organizations Hamas and Islamic Jihad because it would lead to a civil war; and whereas the Arafat-controlled terror organizations Fatah, Tasmin, and al Aksa Brigades are continuing terror attacks, and the Palestine Authority is not able or willing to dismantle these terror groups, let it be resolved that Israel will deal with all these terror groups, and the Palestine Authority will have full autonomy in all its cities, villages, .and areas maintaining law and order among its population with its police and cooperating with Israel in the war against terror."
We think that this Accord is the most realistic at this time. Anyone with a few million to promote this Accord?
