Israel gets loan guarantees this time—maybe next time, too WASHINGTON, D.C.—Israel's "security envelope," as it terms the fence it's building to block terrorists, may bring it a little less fiscal security in the future. Although the State Department notified Congress it planned no immediate reductions in loan guarantees for Israel, despite the controversial construction on the West Bank, there could be future consequences. With the fedeial fiscal year ending Sept. 30, the department announced that Israel will get its expected $9 billion in loan guarantees over three years. But State spokesman Richard Boucher said reductions are likely sometime in the next two fiscal years. He did not rule out additional reductions because of Israel's fence. He said the law lets the administration reduce the loan guarantees for activities that conflict with U.S. policy. The Bush Administration has been urging a freeze on new Jewish housing in the West Bank and Gaza because the areas may become part of a Palestinian state. The loan guarantees make it easier for Israel to get favorable commercial rates. No direct aid to Israel is involved. The loan guarantees were promises to Israel to cushion the economic impact caused by the U.S. war in Iraq.
Soldiers destroy terrorist’s home HEBRON, West Bank—Israeli troops blew up the home of a terrorist who had killed two people - one of them a baby - in an attack on a West Bank settlement on the eve of the Jewish New Year. Soldiers blew up the home of Mahmoud Hamdan, 22, before sunrise in a village near Hebron, the army said. Hamdan had infiltrated the guarded Jewish settlement of Negohot and invaded the home of a family at their holiday dinner, residents said. He is accused of shooting a 27-year-old seminary student in the chest and, in random shots, killing a 7-month-old baby girl. Soldiers guarding the settlement then killed Hamdan. The destruction of his home was a followup - a common Israeli policy.
