Faith-based services worth our observation
By ED STATTMANN Government funding for re-ligion-based organizations that provide services that traditionally were done by government is a new fact of life. This approach has bipartisan support. Former Indianapolis mayor Stephen Goldsmith pioneered it with his Front Porch Alliance and Gov. Frank O'Bannon has continued it with the FaithWorks Indiana program, which helps religious congregations get government grants for helping the needy. Goldsmith is Republican presidential nominee George W. Bush's domestic policy adviser, so we might see even more such initiatives if Bush is elected our next president. There are several faithbased organizations in Indianapolis who are collaborating with government in this way. One such practitioner of putting faith to work with government support is Rod Smith, who shares a rotating "Focus on Faith" column in The Indianapolis Star with Rabbi Sandy Sasso and others of various faiths. Smith was formerly an associate minister at Tabernacle Presbyterian Church and ran popular youth programs there. He and two other counselors founded an organization called The Open Hand. Smith is the executive director. The Open Hand gets its government funding not from FaithWorks Indiana, but

through an initiative by Juvenile Court Judge James W. Payne, which pays The Open Hand on a per client basis. Not that everything The Open Hand does is courtfunded. The organization has diverse activities. Smith says, some of which have nothing
to do with the court's initiative. Similarly, Smith is a very busy man, who writes about religion, relationships and other topics and lectures in many nations about counseling and therapy. The income from those lectures is separate
from The Open Hand. Smith says some of The Open Hand's clients are referred through the Marion County Office of Family and Children (a county branch of a state agency), some through the Child Protection Service, which is also a state agency
and some through the prosecutor's probation office. The services may include such things as case management, home visits and assistance in reuniting parents and children of problem families. Smith says. Continued on next page
