It is written on paper which bears the printed heading, “Greetings from Jedda!" and a selection of snapshot views of the Saudi capital From one Egyptian listener comes an enthusiastic message of supporl. “I wish the program success in serving the sick everywhere and at all times. Now that our two countries have a peace treaty, let us hope for more and more cooperation between our peoples in the field of medicine and in other areas too." The letter, significantly, had arrived from Egypt by air. The Israeli-Arab fraternity of health is also flourishing closer to home — in the day-to-day cooperation between medical staff and institutions in Israel and their counterparts in the administered areas of Judea and Samaria (the "West Bank”). The nine Government hospitals in Judea and Samaria are staffed and directed by Arab personnel and supervised by the hospital administration division. The division was set up by the Israel-run Health Services as a local, all-Arab body with its own executive authority and a separate budget. Its offices are on the second floor of a spruce, white-stone building on the outskirts of Ramaliah, a predominantly Christian-Arab town which lies a 15-minute car drive north of Jerusalem. HAVING ARRIVED early for my interview with the division's director. Dr. Shehadeh Shehadeh, I was first taken by his secretary to look in on the referrals department on the ground floor. I passed through a quitely waiting group, mostly men wearing the traditional white heffiah headpiece, and entered the office where I was introduced to Dr. Nasri Qumsieh. Dr. Qumsieh is in charge of these twice-weekly sessions at which patients from the towns and villages of Judea and Samaria, whose requirements exceed the medical facilities available locally, arc referred to hospitals in Israel.
