Despite Nasser's Saber-Rattling Israelis Still Sleep Soundly

By CAKL ALPERT HAIFA—As often as I may write it, I doubt that our friends abroad will ever truly understand us: that when Nasser rattles the saber, and the radio flashes tell of the massing of

troops, and the, headlines blare out their news flashes of impending war. the people of Israel are not the least bit panicky. Life goes on pretty nearly as usual. There is no visible tension

or excitement. Menacing moves on the other side of the border may sometimes cause inconvenience here. Despite its complete confidence, Israel can not afford to be un prepared; obvious threats and gesturing moves must be matched by an almost imperceptible flexing of the muscles. Israel will not be caught off balance, and so the defense forces must always be poised and ready. We can sometimes sense these preparations, even if not a word •is breathed in the press. If the milkman fails to show up for a few mornings; if my secretary’s husband phones to say that she has been "cahed up" for reserve duty; if the morning buses down from Mt. Carmel are unusuall> crowded, because there are less vehicles running the schedulethen we know that the defense machinery of the country is not asleep. IT IS PRECISELY because we are aware of this preparedness.

precisely because we know how well organized the country is, and how efficiently the mechanism works, that we are not uneasy. We smile at the letters from friends and relatives abroad who reflect the excitement of the screaming press. Well intentioned colleagues in the U. S. write en couraging notes, and try to hide their obvious concern. It is almost as if they are whistling to keep up their own courage as well. THESE SCARES come periodically. They will come again. They will continue to recur until peace is restored in the Middle East. And through all the crises, the average Israeli is convinced that peace will come. If the great powers of the world were better informed, or better intentioned,. respectively, such peace would come sooner. But with naivete on the one hand, and desire for mischief on the other, peace here will be delayed. It is obvious that maintenance of constant defense is attained only at considerable expense. Israel must postpone for many years the true development of its industry and agriculture; the ad vancement of its science to new heights; the provision of adequate housing and comforts for large numbers of its population, merely because defense comes first. Yet, despite all provocation, the Israeli does not hate anyone, It is seldom that the surrounding states are called "enemy." They are referred to as the Arabs, as our neighbors across the lines, but not as the foe. There is no whipping up of anti-Arab sentiment or hatred, neither in normal times, nor in times of stress. To the contrary.

there is great desire to under stand the Arab point of view, and to help bring closer the day when that point of view can be harmonized with ours. ONE LESSON the Israelis have learned many times. No nation can ever rely fully upon any other. A country will survive onh to the extent that it has the will and the strength to survive. Israeli statesmen are aware that if it serves their purpose—and that is the clue, for every state always acts in accordance with the dictates of its own best in terests—if it serves their purpose. the nations of the world would not hesitate to sell Israel down the river, as once they did Czechslovakia. IF THE SUEZ campaign oi four years ago had been followed through to its logical conclusions, the whole atmosphere in the Middle East would have been different today. It was the selfrighteousness of one great power which rewarded the provocateur, and punished those who were seek to assure a peaceful night’s sleep for its citizens, without threat of infiltrators and

brigands.

The great powers may issue their statements and their pledges, but Israel relies upon itself. And in such reliance there is greater assurance and greater security. We sleep soundly.
