It just didn’t seem to work out that way in Indianapolis. With, to the writer’s knowledge, but one exception, every person who visited Israel or planned to visit Israel this summer*cut his Welfare Fund pledge. Disagree With Policies Some people found other reasons for holding back on giving. They disagreed with some of the policies of the Welfare Federation or some of its functional constituent agencies. The fact that these policies were instituted through normal democratic proceedings failed to satisfy some of the objectors. The basic concept of our community structure failed to be accepted by these people. Of course, there are always those who find some reason at campaign time to wax indignant at the Welfare Federation or some of the campaign lead ership. That is an old technique not limited to ’49 and was always an effective excase to cut a pledge. I would call it economy thru conscience—or is it lack of consience? I could continue to expound at

The answer lies in the fact that the technique of fund raising did not change in ’49. Certain key givers, and I do not refer to those men mentioned in Gabe Cohen’s recent article, because of economic circamstances or otherwise saw fit to cut their pledges. Vicious Paltern Set - The campaign leadership saw to it that everyone officially connected with the drive did his share but once certain key men in the community cut their pledges drastically a vicious pattern was set. It is unfortunate, but a heavy responsibility rests on the shoulders of these few men. In

final analysis, giving is still tied up with the matter ol setting up standards of giving. Of course, when funds shrivel dissatisfaction starts, but you can’t indict a community. That is basic. You can -only point the finger at certain individuals and emphasize that they were lacking in a sense of the responsibility of leadership that is inseparably attached to any position of in fluence or prominence in the com munity. Less funds will mean a more difficult task of allocating those funds. We must approach fnose allocations in terms of our own situation and our own convic-
