Pamphlet Points Out Faults of Jewish Vacationers in Ontario
By WIIJ BED IXST
Jewish I’ost Hlaff Correspondeot TORONTO—A four barreled campaign launched in the province of Ontario and aimed at eliminating friction between Jewish vacationists and permanent non-Jewish residents of summer area communities is achieving a significant measure of success in bettering group relations in Ontario summer resorts. The campaign, which has received favorable comment from such major Jewish organizations in the United States as the American Jewish Committee and the AntiDefamation League, deals with the problem on the basis of differences between the rural citizen and the urban vacationist, rather than Jew versus non Jew. Since the long range educational program was launched there have been no cases of unpleasant incidents between various groups residing in summer resort areas of Ontario. Though recognizing at the outset that any chatges made by those who claim that anti-Semitism has a basis in the bad behavior of individual Jews, the campaign, undertaken by the Canadian Jewish Congress, works through the various owners of Jewish resorts in an effort to eliminate the causes of friction in the area. Pamphlets Distributed At Jewish Resorts An illustrated pamphlet, posing the whole question of behavior in the summer resorts, and written in a light vein, has been distributed in quantity to all Jewish summer resorts. Adoption of the pamphlet in the United States is being studied by various Jewish organizations there. The pamphlet deals with an objectionable character named “Dick Touml,” a “well known character who wouldn't co-operate.” Touml is depicted strolling through the town streets in bathing suit. “No wonder Touml was welcome as a swarm of ants in a lunch basket wherever he went.” Again, Dick/Touml is the “open roadster cowboy” who tears through town at two in the morniing blowing a horn that sounds like an air raid siren with indigestion. In the towYi stores, Touml buttonholes half the population and In his pipingest voice, discusses the war, the pedigree of every living racehorse and several thousand kindred topics. Touml is voted as the “Man most likely to give us a nervous breakdown.” On Sundays Touml puts on his zoot suit and his loundest tie and descends upon the town juke box with loads of nick>is, just at the time the citizens are preparing for Sunday worship. The pamphlet ends with a plea for co-operation on these points: wearing of bathing suits in public on beaches only: proper behavior on Sundays: a request not to obstruct public thoroughfares, and not to loiter in public places. Supported By Jewish Resort Owners The campaign has won the general support of the Jewish resort owners, though a few resort owners have objected to their clients being “lectured” on behavior. Of the three Toronto Jewish newspapers, one voiced opposition to the intra-Jewish summer resorts program, gating editorially that it placed the onus of anti-Semitism on Jewish behavior. Another Jewish newspaper lauded the plan, and the third w-as noncommifal. In placing the problem on a sociological basis in which tension stems from differences between city and rural living, the Congress hopes to give Jew's as a group, a clean bill with respect to-responsi-bility for unpleasant incidents. The Congress notes that because these differences ate not always understood, conflicts sometimes result which are attributed in many instances to race, creed, religion, and nationality. In pointing out that a campaign is being conducted among non Jews in an effort to disclose the real cause for disharmony which has on occasion manifested itself in Ontario summer resort areas, the Congress stresses that the city dweller must consider the feelings of permanent residents in resort towns and the year-round institutions which they have developed. Enlarged To Include All Jewish Groups. In addition to being directed at Jewish summer resort patrons, the educational campaign with its list of “don’ts” is also being carried out among Jewish clubs, Jewish schools and other Jewdsh organizations. The chief aim of the program is not to eliminate anti-Semitism as such, but to enable the Jewish vacationist and non Jewish perm anent resident to understand each other and to avoid friction and
clashes.
Work among non-Jews is more limited in its scope. It is an individual campaign rather than a mass effort, for it is the feeling of the Congress that a mass campaign will inevitably be reflected in mass resentment and mass counter-measures by non-Jewish resort operators. As part of its general campaign the Congress has been successful in having the chamber of commerce of one large tourist town remove 4,000 pamphlets from its offices, canvassing for nonJewish patronage. The Congress concedes that it has not yet broken the field of resorts which will not accept Jews. Restricted resorts are handled on a cash basis. How These Cases Are Handled

/IENNA—Major General von Sommer, a famous Jewish general of the old Austro-Hungarian Empire, who for long was believed to have been executed by the Nazis, has reappeared in Vienna to take up his life again. The general and his wife returned to Vienna from the former concentration camp at Theresienstadt, Czechoslovakia. (Gen. Von Sommer, a few days after the Anschluss, in March 12, 1938, created something of a world sensation by the course of action he took when Nazi storm troopers called at his home and ordered him to report immediately for street cleaning work. Asking permission to change his clothes, he appeared in a few minutes in his full general’s uniform, wearing all of his medals, and announced he was then ready to wield shovel and broom. The party of storm troopers, shamed and apparently unwilling to degrade the general’s uniform,
saluted and retired.)

WASHINGTON — Anti-Jewish persecutions, or any crime committed in Axis countries against Jews as such, on racial grounds, before and during the war, will come within the jurisdiction of the International Miltary Tribunal, the constitution of which was
made public this week.
This will be the case even if the acts against the Jews were not in violation of the domestic laws of the countries where perpetrated, the constitution provides. Leaders, organizers, instigators and accomplices who took part in the planning or execution of anti-Jewish persecutions and the deportation and extermination of Jews are held responsible for all acts performed by any person in execution of such plan.

ly largely recovered from the effects of his confinement. Both he and his wife told the J.T.A. correspondent they hopefully anticipate an opportunity eventually to migrate to the United States to join their daughter, Mrs. Ellen Fryer, of Middleborough, Mass. Her husband is a physician of the Lakeville State Sanatorium in that town. A son is a physician in the French Congo. Like all survivors of that camp, Gen. Von Sommer and his wife recall with viVid emotion the hortors of their experiences there. “We don’t know how we escaped death,” his wife said. “We would be among those selected to be sent to the gas chambers in Poland, and then there would be a change in plans. That was a miracle that happened again and again.” 700Jewish Orphans Still In Non-Jewish Homes .lonish Telpfcraptiir Airencv NEW YORK “Although several months have passed since Europe has been freed from the Nazis, there are still a number of Jewish children left in the former Nazi concentration camps. Under the horrible conditions prevailing there, many more of these children will perish, if we do not get them out immediately,” declared Dr. Israel Wechsler, noted New York neurologist and chairman of the American OSE Commit tt^*. Dr. Wechsler has just returned from a trip abroad, where he surveyed the situation and conditions of health the Jews in Europe. Speaking at a press conference at the Commodore Hotel, Dr. Wechsler stated that another serious problem which calls for immediate attention is the removal into Jewish homes of the 700 Jewish children who escaped from Nazi persecufion and found refuge in various non Jewish homes in France. “If these Jewish children remain indefinitely under hon-Jew-ish auspices in these chaotic days in Europe, no one knows whether we might not lose them forever,” Dr. Wechsler declared. New Book Defends German Position Sj>e<‘lul NEW YORK -A defense of Germany with a bitter attack on Germany's enemies is contained in “The German Talks Back,” which Holt will publish Sept. 13, by Heinrich Hauser. The publishers say he is “representative of a dominant state of mind in contemporary Germany" and describe his book as “an angry but sincere effort to set forth certain things that he knows the German people consider true and important.” Hans J. In cases in which discrimination against Jews is brought to the attention of the Congress, letters are sent out to the resort owner, tactfully pointing out that the efforts of the Committee are aimed at establishing harmonious relations between persons and groups of every creed, race and religion. While acknowledging the right of the resort owner to deny the hospitality of the hotel to individuals for one reason or another, the Committee objects to the blanket denial to a person because of creed or religious affiliation.
