Jew in America—is driving numerous other communities to seek unity along similar lines. The plans adopted hy several dozen communities in this country vary in some detail. But, by and large, there is a striking similarity in approach. These techniques go by the general name of the Community Council. The process of setting up a council is relatively simple. Let us suppose that there are fifty adult organizations of every type within Community X. On some proportional basis, such as one for every hundred members, each organization is accorded representation to a general board. From this board stems the executive committee and the host of standing committees that are required to conduct the affairs of the community. In this way every communal problem of any importance, whether social, economic, cultural or ofttimes even religious, can be aired and discussed openly by the representatives of the entire community. Everybody’s voice is heard. Some six or seven years ago the first of these Community Councils was set up. During that period of time at least forty communities have followed suit and almost every week one hears of further attempts in new cities to reach the same goal. American Jewry will come of age only when the individual communities are thus organized. * , , Cities Must Organize First It is of no use to complain that the national organizations are slow in cooperating or that nothing is done to coordinate the duplicating activities of dozens of major groups. There is no point in bemoaning the fact that there is duplication on the one hand and that a great many Jewish social and economic problems are ignored altogether. Nothing will be done and nothing can be done until the individual communities themselves become organized and become vocal. I do not claim that the Messiah will arrive when Community Councils are set up throughout the country, but I do most definitely assert that the Jewish group in America will continue to be fumbling, ineffectual and hopelessly divided until the Community Councils (by one name or another) will have been set up. The only genuine unity in America will come from the interaction of the host of organized city Community Councils in the same way that unity is achieved within the cities by the interaction of all the Jewish groups. Let us hope that the New Year that we are about to inaugurate will see this movement take another giant step forward. Coming of age is a painful but a necessary process if we are to survive.
