A bill has been introduced into the Legislature of Georgia, proposing to confiscate, for the benefit of owners ; of fugitive slaves, the debt due by the citizens of Georgia to the citizens of a State to which slaves have reached, j if the authorities of a State refuse to deliver up the slaves upon the claim ; of their rightful owners. .
