Commissioner has £he exclusive jurisdiction in cases where the party is claimed as a “fugitive from labor. ’ This morning at 10 o’clock, is the hour the U. 8. Commissioner has ap-; pointed to decide as to the extradition j bf Rosetta as a fugitive slave.
