The prime ministers of other great countries participated with the American delegation in its formation, and President Wilson consulted not only with Democrats but with Republican leaders, and many of their suggestions were adopted and incorporated in the covenant of the league. Former President. Taft suggested four amendments and they were all adopted. Charles E. Hughes, former justice of the supreme court and Republican candidate for president in 1916, offered seven amendments, five of which were adopted.
