Understood That U. S. Approved of Recognition of Wrangel. Washington, D. C., Aug. 16. —Premier Lloyd George’s announcement that Great Britain informed Gen. Wrangel that any further attack by him in the Bolshevik! would be on his own responsibility comes almost on the heels of France’s recognition of and promise of material aid to the anti-Bolshevlki leader. The action of France in recognizing Gen. Wrangel is understood to have met with the approval of the American government, and the French reply to the American note to Italy on the Polish-Russian situation, which was received yesterday, has disclosed that the United States and France practically are as one in their policy toward Russia. There 'still was no indication today that the American government was seriously considering recognition of Gen. Wrangel. Information reaching the state department direct from Poland, under date of last night, was that the Polish government was preparing for a prolonged seige of Warsaw. It was reported that the Bolshevik line In the direction of Radzymln, northeast of Warsaw, had bden advanced to within approximately 12 miles of the capital. A dispatch to the department today from Helsingfors sal<l that Finland and soviet Russia had concluded an armistice last Friday night. Under its terms, the old frontier between Finland and Russia with certain minor exceptions, was agreed upon and Russia was not to have navigable access to the Gulf of Finland.
