American Minister to China Defines America’s Position. San Francisco, Cal., April 29. — Charles R. Crane, new American minister to China, declared in an address here last night that the United States would continue its “service to the world upon the principles which were proclaimed and dramatized by our entry into the war and which created a profound impression throughout the world. The United States,” he said, “has been demobilizing Its army and navy, but it is not demobilizing from its service to the world.”
