To Stave Off Defeat Senators Propose Voluntary System of Drill for Youths of Ninteen. Washington, April 9. —Defeat of the compulsory universal military training provision of the army reorganization bill was conceded by senate proponents of the plan and to stave off a vote on the issue they planned to substitute a program for voluntary training of four months for all youths nineteen or more years old. It was understood that a canvass of the senate showed 14 or more Republicans and about 40 Democrats In opposition to compulsory training as provided in the army bill. I
