State Lacks Proper Legislation, It Is Decided by Election Board. Women will not be permitted to vote in the primary election in In diana May 4, according to a decision reached by the state board of election commissioners, after a conference wlthz Governor James P. Good-* rich Tuesday afternoon. “The state is lacking in the proper legislation to give the woman the right to vote for candidates for any offices on the primary ballots,” said members of the board after the meeting. W. W. Spencer is the Democratic member of the board, and W. H. Thompson is the Republican member. Ele Stansbury, attorney-general, is an ex-officio member. The board was appointed by the governor Saturday. Mr. Stansbury had held the view that women could vote their choice for presidential candidates in the primary. He left the conference before it adjourned. *
