SAY PEACE PLAN IS DOOMED
Hot Partisan Fight Develops in House Over Resolution. Washington, April 2.— The plan of the Republican leaders In congress to establish peace with Germany by a joint resolution received what may prove a fatal blow when the Democratic leaders In the house determined to make a partisan fight against it. In response to a question as to the grounds for his opposition, Champ Clark said: “An Irishman once told a judge that there were 13 reasons why his brother was not in court. The first reason was that he was dead. “There are 13 and more reasons why I am opposed to this peace resolution. The first reason is that congress has no more power to declare peace than the town council of Podunk. As in the case of the Irishman, the other reasons are of no importance.”
