Union township, Wittite county, citizens are to have a referendum to determine whether the township shall issue >190,000 in bonds for the Improvement of the Monticello “road,” according to an order of the state board of tax commissioners. The board recently declined to authorize the issue because practically all of the township “road” Is in Monticello, it was said at the state office. Those interested in the improving, of the “road” are proposing to have it improved at the expense of the entire township under the three-mile road law. The commission declined to authorize this procedure without a referendum,
