German Government's View on Action of U. 8. Senate. Berlin, Nov. 20 (Delayed).—Refusal of the American senate to ratify the peace treaty means not only that the smaller nations of Europe will desert the league of nations but (that Germany will be left at the mercy of France, German government officials said today. "It is essential that something be done at once to relieve the (present confusion," a high official in the foreign office said. "What’Germany wants most is peace."
