LEST WE FORGET
Republicans who are demanding the text of the peace treaty before its makers have made it ready for submission to the ratifying authorflties are reminded of these words of Republican wisdom: “We have no possible right to break suddenly into the middle of a negotiation and demand from the president what instructions he has given to his representatives. That part of treaty-making is no concern of ours.” The quotation is from Senator Henry Cabot Lodge, Republican leader in the senate. He was speaking in the senate on January 24, 1906, while that body was considering a resolution calling upon President Roosevelt for information as to foreign negotiations then under way.
