'few York, April 11.—Secretary ot the Treasury Glass will make the first official announcement of the amount of the Victory loan, the rate of interest, duration of the bonds and other details at a public mass meeting next Tuesday night at the Metropolitan opera house. It was announced here by the Liberty loan committee.
