Tokyo, Dec. 10.—The budget tor the coming fiscal year will have a record total amounting to more than 1,000,000,000 yen ($500,000,000) each of receipts and expenditures with an estimated deficit of 21,000,000 yen ($lO,500,000) which may necessitate a loan.. The grand total shows an Increase of; 450,000,000 yen ($225,000,000) over thft current year. All that of finance get an Increase.
