Paris, Nov. 1. —The Dutch legation here has issued a statement declaring absolutely untrue articles published in the German press to the effect that n neutral committee, comprising Spanish and Dutch representatives in Brussels, had been formed to investigate the devastation in the zone of the German retreat.
