Head of War Department Pulls Master Number of 744,500 * Newly Registered. LOTTERY IN SENATE OFFICE Youthful Registrants Have Become of Age Since the Select Service Law Went Into Effect Last Year— Little Excitement. Washington, June 28. —The drawing of numbers to determine the order in which youths of the classes of 1918 will be called into military service was conducted here with much the same ceremony which marked the great drawing of a year ago. This time, however, it was a much smaller affair, and in view of the fact that the classification system more nearly determines the order of service than/does the actual numerical order, It was not, surrounded with such dramatic interest. The drawing was held in the great conference room of the senate office building, with Secretary Baker blindfolded taking the first gelatine capsule, with a number enclosed, from the glass bowl. It was No. 246. Nos. 1168 and 818 were the second and third, respectively, and thus the drawing continued to the end. Big Blackboards Used. Big blackboards for checking the record were placed against the wall at the rear of the room. The numbers were written on the board as drawn, and then the board was photographer to make a permanent, incontrovertible record. President to Advocate 'Universal Military Training. . < Washington, June |B.— -President Wilson, it was learned an authoritative source, is preparifiS<4p advocate universal military training as a war measure. The tentative ]>lan of the administration is to submit to congress at an early date a bill extending the draft age and also, establishing universal military training.lor American youths Lidew the draft age. It transpired on Thursday that the prospective embodiment of this plan in an mlministration measure accounted for Secretary of War Baker's urgent recommendation that the senate postpone action on the proposed extension of the draft age until the war department completes a survey of national man power and brings in a comprehensive scheme for the expansion of the army. , The general staff of the army is now formulating the entire plan for the development of the armies which must be relied upon to defeat Germany,

BOMBS DROPPED ON PARIS

German Airplanes Make Another Attack on French Capital. Paris, June 28.- - Several squadrons of enemy airplanes penetrated the defenses of the Paris district last night. Antiaircraft batteries violently shelled them. Several bombs were dropped and material damage was done. There were few victims. The alarm was sounded at 10:39 p. m. and the “all dear” signal at 12:05 a. m.

SENATE BODY AGREES TO BILL PROVIDING PROHIBITION. Manufacture and Sale of Whisky and Wine Would Be Prohibited After June 30, 1919. Washington, June 28. —The senate agricultural.committee agreed upon an amendment to .the emergency agricultural appropriation bill providing for national prohibition Under the amendment the manufacriire and sale of whisky and wine would be prohibited after June 30. 1919, and the manufacture and sale of beer three months after the approval of the bill by the president. The amendment was framed by Senator Norris of Nebraska as a substitute for one by Senator Jones of Washington, and was adopted by the committee by a vote of 8 to 3. Chairman Gore said that an effort would be made to bring the bill up for consideration at once. Another test vote in the house on prohibition, the second in a week, resulted in the adoption of a resolution. 112 to 92, calling on the president to inform the house whether any ruling has been made by the railroad administration, the war industries board or the war trade board curtailing supplies to liquor manufacturers.

FRAME BIG BOND MEASURE

Bill Authorizing $8,000,000,000 of Liberty Bonds Drawn Up by . House Body. Washington. June 28.—. Another bond bill, authorizing 88.000,000,000 of Liberty bonds, in addition to all heretofore authorized, was framed by the house ways and means commitjee, in preparation for the next issue expected in October, and to provide for a subsequent issue when necessary. Authorization is outstanding for $4,000,000,000 in bonds and the next issue probably will be around $6,000,000,000. Besides authorizing $8,000.000,000 more bonds the bill would authorized $1,500,000,000 more for loans to the allies, increasing the total provided for this purpose from $5,500,000,000 to $7,000,000,000.

BLAST ENTOMBS 29 MINERS

Rescuers Take Three Injured Men From Wrecked Shaft at Virginia, Minn. Virginia. Minn., June 28. —Rescuers working in the wrecked Silver mine, destroyed by a premature explosion of dynamite and black powder, had taken out three miners, alive but unconscious, and had located five others, who reported through pipes that they were injured. Mine officials reported that 29 men had been entombed, but the exact number of dead probably will not be known until the entire pit has been explored. One body already has been recovered. According to mine officials lightning was responsible for the explosion.

It was learned in Washington that the president has determined upon the basic principles of a plan for extending aid to Russia, and is engaged in formulating the details. * * « After Secretary Baker and General March had opposed revision of draft age limits and announced that within 90 days the war department would submit a new and enlarged army program, the senate military committee voted against any legislation to change the draft age limits from twenty-one to thirty-one years to twenty and forty years. * * • Belgium was given another credit of $2,250,000, making Belgium’s total loans from the United States $122,800,000. Aggregate credits to the allies now amount to $5,972,500,000. ♦ ♦ » Immediate absolute prohibition was vigorously opposed before the senate agriculture committee by an array of witnesses, including Chairman Hurley of the shipping board, Samuel Gompers, and Percy H. Johnston speaking for a committee of bankers. Hurley declared the shipping board feared taking beer from the workmen would interfere with the great shipbuilding program. ♦ » ♦ Senator Fall of New Mexico introduced an amendment to the army appropriation bill providing for a change in the draft ages from eighteen to for-, ty-five. The amendment provides, however, that no man under the age of twentv-one should be used at the » firing line. ♦ * ♦ Congress, heartened by the news of the great Italian victory, shattered all legislative speed records on Monday by lightninglike action on some of the most important war measures of the present session. Billions of dollars for the war chest were voted with unprecedented rapidity and unanimity.
