REVOLT FAILS TO SURPRISE U. S.
Washington Officials Prepared tor Uprising of the Radicals AMERICA’S TASK IS HARDER Ih*obability of Change for Bettor Through Counter-Revolution or Some General Is Expected. Washington, Nov. 9. —The newest Russian upheaval surprised nobody In our government. They had hoped for the permanence of the Kerensky government, but they never lost track of the ever-present probability that the radicals, with their program of immediate peace, division of the land and other Utopian dreams, would seize tho government from the uncertain hands of the young dictator. Our military officials warned the government at the time of the original abolition of the death penalty for military offenses that Russia had ceased to be a dependable factor In the war. Our Task Harder. Obviously the other allies, with the same Information, reached the same conclusion, and plans were made accordingly. Our task is harder and longer than It seemed when we entered the war, but there is no other change. There Is always the possibility of the Russian situation changing for the better, either “through the rest of Russia refusing to accept the Bolshevik! domination of Petrograd or through a counter-revolution by the army. Kornlloff might have accomplished It If he had waited untM the time was ripe and had gone through with it. The Cossacks may yet save Russia, for only two days ago they tried to force Kerensky to declare the Bolshevikis outlaws. -Mass Opposes Betrayal. The great mass of Russians are against a separate peace. Even the radicals have not dared to state In plain terms that they aim to betray their allies to the enemy. Even if a temporary government made a separate peace, there would remain enough turbulence and enough likelihood of another upheaval to preclude the release of the bulk of the German army. The war will be won on the western front, whatever the Incidents In Russia, or, for that matter, in Italy.
