NEW LIBERTY LOAN IS NEAR

Government to Issue Billion Dollars in Treasury Certificates. Washington, Aug. 3. —The second Liberty loan —for $3,000,000,000 —will be launched November 15, treasury officials said. Before that time it is planned to issue nearly $1,000,000,000 in treasury short-time certificates to meet immediate needs.
