Washington, D. C., June 16. — The number of men each state will be called on to provide under first draft for the 500,000 men for the< national army will be determined in proportion to the population and not the registration. It was pointed out at the war department today that the law is specific on this point, for it says: “Quotas for the several states, territories and the District of Columbia, or subdivisions thereof, shall be determined in proportion to the population thereof, and credit shall be given to any state, territory, district or subdivision thereof for the nunvber of men who were in the Military service of the United States as members of the national guard on April 1, 1917, or who have since said date entered the military service of the United States from any such state,, territory, district or subdivision, either as members of the regular army or the national guard. A further provision of the law: “Notwithstanding the exemptions enumerated herein, each state, territory and the District of Columbia shall be required to supply Its
quota in the proportion that its population bears to the total population of the United States.’’ It has been estimated that to obtain 500,000 men about one in twenty of the men who registered will have to be taken, but this should not be construed to mean that registration is to be the basis for the quota allotted any state. Roughly speaking, the population of Indiana is about one thi tythlrd of the total of the Un’oi. On that basis the state would have to provide about 17,000 men for the first national army. Out o f this would come an allowance of possibly 1,000 men for the state's good enlistment record.
