Hammond, March 21. —John Kellar, precinct inspector in the recent East Chicago primary election, appeared in court to explain alleged irregularities in voting charged by Walter Harmon, candidate for city treasurer, who wasr defeated by a few votes. ■ Kellar said he could neither read nor write.
