Says President Has “Set Up a Man of Straw” —Still Demands Investigation. Washington, Dec. 11.—In a caustic speech, Representative Gardner o! Massachusetts replied in the house to that portion of the president’s mes sage referring indirectly to the congressmen’s demand for an investigation of the national defense. That the president has “set up a man of straw” which he had "blown to bits with volleys of verbal grapeshot” was Representative retort to the reference in the president’s message to “nervous and tyo citable persons,” who were alarmed over the nation’s state of prepared ness. .
