North Carolina, Carrying Gold for ’ Americans, Refused Permission to Enter Dardanelles. Washington. Sept. 4.—Permission to send the United States cruiser North Carolina through the Dardanelles to Constantinople has been refused the United States by Turkey. The cruiser is | carrying' $150,000 )n gold for the relief of Americans stranded" in the Ottoman empire. The grand vizier gave as the basis of his refusal the fact that the waters of the Dardanelles had been mined and are unsafe. He also declared other foreign warships might wish to take advantage of such a precedent. He suggested, however, that the naval yacht Scorpion be permitted to meet tjie North Carolina at sea. Ambassador Morgenthau communicated this information to the state departmenL
