WILL PRESERVE NEUTRALITY
Italy to Fight If it Becomes Necessary—is Now on War Basis. Rome, Aug. 11— Italy will preserve her neutrality even if she has to fight. The greatest activity is being displayed in the offices of the ministries and every precaution is being taken. Though not at war, the country practically is on a war basis. Food prices are being fixed by law and generally the supply is adequate, though there is a shortage of flour in some cities. A British cruiser accidentally struck the yacht Taurus, formerly the Austrian guardship at Constiantinople, and opened her in four places. Because the Austrian admiral was aboard serious complications may arise.
