Ambassador Quits Post After Demand by Paris. TROOPS MASS ON BORDER Germany's Ally Moves to Support as ths Kaiser Mobilises One Million More Troops For Fight Against Foes. Parts, Aug. 11.—France and Austria finally are officially at war. The iPrench government broke off diplomatic relations with Austria on the grounds that Austrian troops were re-enforcing the Germans.
